NOTICE OF PUBLIC HEARING – APPLICATION FOR SOLAR ENERGY FACILITY EXEMPTION CERTIFICATE

AUGUST 25, 2025

The Baldwin Township Board will hold a special meeting with a public hearing to consider whether to grant a solar energy facility exemption certificate (“certificate”) to Upper Michigan Energy Resources Corporation (“Applicant”) in response to an application duly filed with the Township Clerk. A complete application was received on or around June 23, 2025.  The public hearing will occur at a special meeting held at 10:00 a.m. on August 25, 2025 at the Baldwin Township Hall (5901 Perkins 30.5 Rd, Perkins, MI 49872). The proposed schedule and process for review of the application by the Township Board is to: (1) provide notice of the hearing; (2) hold the hearing and consider input from residents and stakeholders; and (3) make a discretionary decision on the Application after the public hearing, but before any statutory deadlines.

The purpose of this public hearing is to consider granting a certificate to the Applicant under the Solar Energy Facilities Taxation Act, Act 108 of 2023, MCL 211.1151 et. seq. related to lands owned by the Applicant located in a solar energy district. The Applicant has a qualified facility being a 100-megawatt solar photovoltaic generation facility to be located in the Township with Baldwin Township having 238 fenced acres of site improvements. A copy of the application is available on request to the Township Clerk using the contact information below.

Any resident, taxpayer, or member of the public may appear and be heard at the public hearing by: (1) attending the public hearing in-person at Township Hall and making comment; or (2) submitting written comments to the Township Clerk at P.O. Box 173, Perkins, MI 49872 or by e-mail to the Supervisor at supervisor@baldwintwp.com  prior to the hearing.

Baldwin Township will provide auxiliary aids or services to individuals with disabilities. Please be advised that Ludington Street, between Lake Shore Drive and 7th Street, is closed to all traffic and will remain closed until further notice.

This closure will affect parking on Ludington Street in front of the Delta County Courthouse. While west side street parking may still be available, please anticipate potential limitations in immediate proximity to the courthouse.
